Local entity rules
Foreign companies without a commercial licence cannot import in their own name.
Panama is the logistics hub of the Americas, and its ports, data centers and regional offices need a steady flow of IT equipment. Importing to Panama requires a local importer with a valid commercial licence, a licensed customs broker and ASEP approval for telecom gear. Every shipment you import into Panama is checked against these records. One missed step can lead to holds at the port. TradeWise acts as your importer of record Panama and manages the filings for you.

Panama requires anyone importing for commercial use to hold a commercial or industrial licence, known as the Aviso de Operación, together with a tax number (RUC).
A foreign company without a local entity cannot hold one. Customs, run by the National Customs Authority (ANA), checks the importer’s status on every declaration. Shipments without a valid importer cannot be cleared.
