Importing to Ecuador With TradeWise

Ecuador uses the US dollar, which makes pricing and payments simple for foreign suppliers. Its banks, oil companies, telecom operators and public offices in Quito and Guayaquil need a steady supply of IT equipment. Importing to Ecuador needs a tax number, an importer registration on ECUAPASS and, for telecom gear, ARCOTEL homologation. One missed step can stop your cargo. We act as your importer of record Ecuador partner and manage the filings for you.

Mandatory ECUAPASS Registration and DAI for Every Commercial Shipment to Ecuador

Every commercial shipment to Ecuador needs a registered importer and a DAI filed on ECUAPASS.

SENAE customs, the National Customs Service of Ecuador, clears all imports.

Importers must hold a RUC, the Ecuadorian tax number, and register on ECUAPASS with an electronic signature token. The DAI, the import declaration, can be filed up to 15 days before arrival and up to 30 days after. To import into Ecuador, duty, FODINFA and VAT are paid before release.

Documents and Pre-Shipment Checks

South American customs authorities review data before the cargo arrives. Port delays happen when one document is missing or does not match. That is where TradeWise steps in. Our specialists check ARCOTEL certificates, origin records and tariff classification before your shipment leaves, keeping your Ecuador import customs clearance on schedule.

Unique Pain Points and Challenges Facing Ecuador

These five issues slow down most shipments.

Control documents

Some goods need permits, certificates or licences from other agencies before the DAI is accepted.

Network blocking

Devices without ARCOTEL homologation can be blocked on mobile networks.

Filing windows

The DAI must be filed within the set window around arrival, or the goods face penalties.

Coast to highlands

Most cargo lands at Guayaquil, then travels by road to Quito in the Andes. Plan extra days for the trip.

Changing tax rules

Ecuador raised VAT in 2024 and keeps adjusting fees. Check the latest rules before each shipment.

Ecuador Compliance Regulations

These are the Ecuador import regulations for IT equipment, the authorities and rules your goods must satisfy before they can be sold or used. Do I need an importer of record in Ecuador? If you have no local entity, yes. TradeWise can take that role.

Most Important for Tech Imports

ARCOTEL Homologation

ARCOTEL, the telecom regulator, homologates terminal equipment under the Organic Telecommunications Law. Phones, tablets, modems, routers and wireless devices need approval before they are imported and sold. Some Wi-Fi devices get a certificate stating that no homologation is needed. Requests are filed online.

TradeWise compiles and submits the full ARCOTEL file for you to support Ecuador import customs clearance. Plan extra time for review.

SENAE Customs

This agency handles imports and exports. It assesses duty, FODINFA and VAT.

COMEX

The Foreign Trade Committee sets tariffs and decides which goods need control documents.

Customs Agents

Licensed agents file DAIs for importers. SENAE strongly advises using one.
