Mandatory Form M and PAAR for Every Shipment to Nigeria

Every shipment to Nigeria now starts online, before it leaves the origin country.

Form M is the import document the Central Bank of Nigeria requires for foreign exchange.

An authorized bank processes it on B'Odogwu, the customs trade platform that replaced NICIS II. Customs then issues a Pre-Arrival Assessment Report (PAAR). It confirms the HS code, value and duty before the cargo lands.

Unique Pain Points and Challenges Facing Nigeria

These five issues slow down most shipments.

Port Congestion

Lagos ports are busy, and goods are checked on arrival. A small document error can add days of storage and demurrage.

Foreign Exchange Delays

A wrong value or an expired Form M can block the payment to your supplier.

Changing Levies

In 2025, a new 4% FOB levy was announced, then suspended after traders pushed back.

Import Bans on Certain Goods

Nigeria bans items such as used refrigerators, used clothing and some pharmaceuticals.

Several Agencies to Satisfy

Tech goods may need sign-off from SON, NCC and NESREA, the environmental regulator, before release.

Most Important for Tech Imports

Nigeria Customs Service (NCS)

This government department manages imports and exports smoothly. It collects taxes and checks required licenses.

Standards Organization of Nigeria (SON)

SON runs the SONCAP program. Regulated products need a SONCAP certificate before customs clears them.

Industry Specific Regulations

Food, drugs and medical devices need NAFDAC approval. E-waste and some electronics fall under NESREA environmental rules.

Nigeria's Trade at a Glance

Nigeria is one of Africa's largest economies. Lagos handles most imports through Apapa, Tin Can Island, and the Lekki Deep Sea Port. It also handles imports through Tin Can Island and the newer Lekki Deep Sea Port.

Its top trading partners are China, India, the Netherlands, and the United States. Strict paperwork, port delays, and shifting charges are real hurdles. With the right partner, shipments stay compliant, efficient, and cost-effective, whether you import tech goods or export dual-use products.
