Importing to Mexico With TradeWise as Your Importer of Record

Mexico is Latin America's largest tech manufacturing hub. Importing to Mexico requires registration in the Importers Registry (Padrón de Importadores), NOM certification for listed products and telecom approval for wireless gear. Every shipment you import into Mexico is checked against these records. One missed step can lead to seizure. TradeWise acts as your importer of record Mexico and manages the filings for you.

Mandatory NOM Certification for IT Products Entering Mexico

Every NOM-regulated product needs its certificate before it reaches a Mexican port or border crossing.

NOM certification, the Norma Oficial Mexicana, proves a product meets Mexican safety and quality standards.

It covers many IT products, including laptops, servers, monitors and power supplies. Customs checks the certificate against the import declaration, called the pedimento. NOM certificates are issued to a local holder, such as the importer of record, and products without them can be held or seized.

What Mexican Customs Checks Before Your Goods Are Released

The National Customs Agency of Mexico (ANAM) clears all imports, while the tax authority SAT runs the Importers Registry.

Duty depends on the tariff code and origin of each item. Many IT products enter at low or zero rates, and goods that qualify under USMCA can enter duty-free. Since 1 January 2026, duties of 5% to 50% apply to 1,463 tariff lines from countries without a trade agreement with Mexico. A reformed Customs Law took effect the same day. Documents and Pre-Shipment Checks

North American customs authorities review data before the cargo arrives. Port delays happen when one document is missing or does not match. That is where TradeWise steps in. Our specialists check certificates, origin records and classification before your shipment leaves, keeping your Mexico import customs clearance on schedule.

Unique Pain Points and Challenges Facing Mexico

These five issues slow down most shipments.

Several approvals to satisfy

NOM, telecom homologation and the Padrón each cover part of the process.

Extra tariffs by origin

Goods from non-agreement countries face much higher duties since 2026. Check origin before every order.

Wooden pallets

Wood packaging must meet ISPM 15 rules, or the shipment can be rejected.

Valuation disputes

If you write a price on your paperwork that is lower than what your goods are actually worth, customs will notice.

Spanish paperwork

Documents and labels in other languages slow down checks.

Mexican Compliance Regulations

Most Important for Tech Imports

NOM

NOM standards cover product safety, energy use and labelling.

TradeWise coordinates the full NOM file to speed up approval and Mexico import customs clearance.

SAT

The Tax Administration Service collects import taxes and runs the Importers Registry, or Padrón de Importadores. Only Mexican taxpayers with a valid RFC tax number can register.

Importer Registry (Padrón)

Registration can be suspended for errors, which stops all imports at once.

IFT, now CRT

The Federal Telecommunications Institute (IFT) approved wireless and telecom devices until October 2025. Its role has passed to the Telecommunications Regulatory Commission (CRT), and homologation is still mandatory. Existing IFT certificates stay valid until they expire.

Mexico's Trade at a Glance

Its main trading partners include the United States, China, Canada and Germany.

New tariffs, NOM rules and strict customs reviews are real hurdles. With the right partner, shipments stay compliant, efficient, and cost-effective, whether you import tech goods or export dual-use products.
