Mandatory ICUMS Filing for Every Shipment to Ghana

Every shipment to Ghana is declared online, through one national system.

ICUMS is the Integrated Customs Management System.

The Ghana Revenue Authority (GRA) uses it for cargo. It contains the system, declarations, permits, duties, and clearance passes. Shipping lines file the cargo manifest there, and regulators such as the Ghana Standards Authority and the Food and Drugs Authority link their approvals to it.

Documents and Pre-Shipment Checks

Many African markets check paperwork long before the cargo lands. Advance filings, product approvals, and conformity checks must be ready before dispatch. TradeWise makes your journey smooth. We handle all the necessary documentation and inspections. We also secure the legal approvals before your cargo arrives. TradeWise can clear your shipment smoothly and without delay at the port.

Unique Pain Points and Challenges Facing Ghana

These five issues slow down most shipments.

High total import cost

Duty, VAT, and several smaller levies stack on top of each other. Plan for the full landed cost, not the duty rate alone.

Valuation and classification checks

If customs doesn’t agree with your value or HS code, it cannot assess the goods and may add penalties.

Type approval for ICT goods

NCA approvals are linked to customs, so unapproved telecom equipment is hard to clear.

Destination inspections

Goods can be checked by customs, the GSA and the FDA on arrival.

Tax rules that change

Ghana reformed its VAT in 2026. Budget changes can shift your costs again, so check rates before each shipment.

Ghanaian Compliance Regulations

These are the Ghana import regulations for IT equipment that your goods must meet before they can be sold or used. Do you need an importer of record in Ghana? If you have no local entity, you do. TradeWise can take that role.

Most Important for Tech Imports

National Communications Authority (NCA) Type Approval

Telecom and radio equipment shipped into Ghana falls under NCA rules. The application is made online and needs test reports from accredited labs. Approved models go into a database that Ghana Customs can check.

TradeWise compiles and submits the full NCA file for you, to speed up approval and Ghana import customs clearance.

Ghana Revenue Authority, Customs Division

This agency manages imports and exports. It collects duty, levies and VAT, and checks permits at the border.

Ghana Standards Authority (GSA)

GSA sets product standards and inspects regulated goods before they can be sold.

Industry-Specific Regulations

Food, drugs, and cosmetics need a Food and Drugs Authority permit. Each regulated product is registered in ICUMS.

Ghana's Trade at a Glance

Ghana hosts the AfCFTA Secretariat in Accra, with the Port of Tema handling most of the country's container traffic.

Ghana's top trading partners include China, Switzerland, India, and the United States. The main imports are machinery, electronics, and fuel. On the other hand, gold and cocoa are the best exports.

The real difficulties are complex documents, long customs procedures, and high tariffs. But with the right partner, shipments stay compliant, efficient, and cost-effective. Whether you import tech goods or export dual-use products.
