Importing to Paraguay With TradeWise

Paraguay is a landlocked Mercosur country with low taxes and a growing tech market. Its banks, telecom operators and Ciudad del Este traders need a steady supply of IT equipment. Importing to Paraguay needs a tax number, a licensed customs broker and, for telecom gear, CONATEL homologation. One missed step can stop your cargo. We act as your importer of record Paraguay partner and manage the filings for you.

Mandatory RUC and Licensed Broker for Every Commercial Shipment to Paraguay

Every commercial shipment to Paraguay needs a registered importer and a customs declaration filed by a licensed broker.

The DNIT, the National Directorate of Tax Revenue, now runs both customs and tax.

It was created in 2023 by merging customs and the tax office. Importers must hold an active RUC, the Paraguayan tax number. A licensed despachante de aduana files the declaration through the SOFIA customs system. Since January 2026 the Digital Customs Declaration has replaced pre-printed forms. To import into Paraguay, duty and VAT are paid before the goods are released.

Most Important for Tech Imports

TradeWise compiles and submits the full CONATEL file for you to support Paraguay import customs clearance. Plan extra time for approval.

DNIT

This agency handles customs and tax. It collects duty and VAT and issues the RUC.

Ministry of Industry and Commerce

This ministry issues prior import licences for listed goods, including mobile phones.

Customs Brokers

Licensed despachantes file every commercial entry. The importer stays responsible for what is declared.

Paraguay's Trade at a Glance

Paraguay is an economy built on soy, beef, hydropower and re-export trade. Asunción and Villeta are the main river ports on the Paraguay River. Silvio Pettirossi Airport in Asunción is the main air cargo gateway.

Its main trading partners include Brazil, Argentina, China and the United States.

River routes, transit borders and new procedures are real hurdles. With the right partner, shipments stay compliant, efficient, and cost-effective, whether you import tech goods or export dual-use products.
