Importing to Uruguay With TradeWise

Uruguay is one of the most stable and connected countries in Latin America. Montevideo is a regional hub for software firms, banks and data centers, and its free zones serve the wider Mercosur market. Importing to Uruguay needs a tax number, a DUA filed by a customs broker and, for radio equipment, a URSEC certificate. One missed step can stop your cargo. We act as your importer of record Uruguay partner and manage the filings for you.

Mandatory RUT and DUA Declaration for Every Commercial Shipment to Uruguay

Every commercial shipment to Uruguay needs a DUA, the single customs document, filed with the National Customs Directorate.

The Dirección Nacional de Aduanas (DNA) clears all imports.

Importers must hold a RUT, the Uruguayan tax number issued by the DGI, the tax authority. Since January 2026 the consignee's RUT must appear on the air waybill and the commercial invoice. A licensed customs broker, the despachante de aduana, files the DUA through the LUCIA system. To import into Uruguay, taxes are paid before release.

Uruguay Compliance Regulations

These are the Uruguay import regulations for IT equipment, the authorities and rules your goods must satisfy before they can be sold or used. Do I need an importer of record in Uruguay? If you have no local entity, yes. TradeWise can take that role.

Most Important for Tech Imports

URSEC Certificate

URSEC, the communications regulator, controls radio equipment. Customs asks for a URSEC certificate before it releases radio transmitters, so the model must be homologated first. Devices that use only Wi-Fi 4, 5 or 6 and Bluetooth are exempt from this certificate. Requests go through the VUCE single window.

TradeWise compiles and submits the full URSEC file for you to support Uruguay import customs clearance. Plan extra time for approval.

DNA

The National Customs Directorate handles imports and exports. It processes every DUA.

DGI

The tax authority issues the RUT and administers VAT.

Customs Brokers

Licensed despachantes file DUAs and share responsibility for them.
