Mandatory Electronic Single Window Filing for Shipments to Rwanda

Every shipment to Rwanda now starts online, before it reaches the border.

The Rwanda Electronic Single Window is the platform, for trade.

The importer submits the Import Declaration Form on that platform and arrival notices, manifests and clearance documents go through it. The system was updated with ASYCUDA World in 2025. Documents are checked online so customs can look at shipments before they arrive.

Unique Pain Points and Challenges Facing Rwanda

These five issues slow down most shipments.

Landlocked routes

Sea cargo lands at Mombasa or Dar es Salaam, then travels by road. Transit adds time and cost.

Layered import charges

Duty, VAT, and three smaller levies stack on top of each other. Plan for the full landed cost.

Type approval for ICT goods

Unapproved telecom equipment can't be used in Rwanda. Each model needs its own approval.

Post-clearance audits

Weak import records can lead to extra tax and penalties.

Valuation disputes

If you write a price on your paperwork that is lower than what your goods are actually worth, customs will notice.
